Install Application as Admin, but when restricted users open application, it prompts another install

I am a desktop admin, and in the last two days I have run into an odd problem. A user contacts me to provide my admin credentials on an install... as an example lets say iTunes. Well I open up iTunes in their profile name and when UAC prompts for admin creds I place them in and it installs without issue. However, after installation the standard user will click on the shortcut link, or the app within program files etc, and it pushes them back through the install process again.

To get the application i was working on yesterday I had to go through and copy the registry keys from my user profile as well as C:/users/*my name*/Local/Folder* and C:/users/*my name*/Roaming/Folder* over to the user profile where the application was prompting install. Once I did that the user had no issues opening the application.

However, up until yesterday this was never an issue, and i really don't want to have to do this each time I install a new application.

Here are my semi-informed guesses:

1) Perhaps the application was installed under another user's (or admin's) credentials.
2) You might be dealing with the side-effects of a new GPO policy.

If the first case, usually most programs are installed for all users. Perhaps the apps were installed under a specific user account, and maybe that user no longer exists. So each time it runs, it need authentication. I would try adding the user into the Admin group, run each of the affected programs (re-install as needed), and then take them out of the local Admin group. See if that helps.

If the 2nd case, then you'll need to talk with the Domain Admins (or server admins). See if anyone has pushed out some GPOs to tighten up security.
