Perhaps you should try updating your BIOS. In order to do so, reinsert your elder CPU and download the latest BIOS from Dell. You can simply Google your Dell's model followed by "BIOS" and you should find your latest BIOS update on the Dell's site. I'd search for you, but you didn't provide the model number. Feel free to reply with your Dell Optiplex model number, and I'll search for you.
Once you download the BIOS update, it'll be an .exe file. Close all your programs, and run this .exe file. It'll update your BIOS and reboot. When you update your BIOS, you'll lose your configurations; so remember to set the "SATA Selection Mode" or similar back to AHCI (or IDE, whichever works for you) in BIOS.
Therein after updating your BIOS, you should be able to boot with your new CPU.
