low fps with high end pc

i builded my pc around 5 months ago and it,s got great components for its price when i first started gaming on it it preformed really great i,ve been getting around 80fps average on battlefield 4 borderlands was running great and everything was working perfect but now for about 2 weeks i,ve been getting weird problems with borderlands im getting 40 fps when i look at massive scale objects same with battlefield when i look at big objects ill get around 40-30 fps i don,t know where is the problem because i actually ran unigine valley benchmark and i got results that was same as other r9 280x users and i used passmark becnhmark to test my cpu and i,ve got same results as refference on their website my specs are:
GPU Sapphire Dual-x R9 280x
CPU Intel core i5 4570 stock cooler
MB Gigabyte Z87P-D3
RAM Kingston 8gb 1600mhz
PSU FSP Fortron 550W / 80PLUS
 
Solution
I'd recommend that you add a fan wherever your case allows. You want to try to have just as many pulling air in as you have pushing air out. Your idle cpu tempurate does seem a little high, but before I recommend you buy a better cpu cooler, try adding more case fans if possible or maybe swapping out your current case fans for better ones with higher airflow. Cougar brand fans are great as are the coolermaster sickleflow fans.

my temps for CPU are about 70c at full load gpu about 75c full load no background programs 0-1% cpu activity before game sorry i didin,t respond for a long time i was busy with school
 
What is your cooling setup like? What cpu cooler are you using and what speed is the fan running at? How many case fans and what speeds do you have them running at? You should be running cooler. That may or may not be the source of your problem, but it is needed and it will most likely be the cheapest and easiest thing to rule out.

i do run stock cooler and i did 2 minutes test with intel burntest program and heat was really weird and unstable it jumped between 68-80c my max was 81c and while im writing this my cpu load is about 4% and it is around 42c i do use eurocase ML X802 gaming case with 120mm fan in front 120mm fan in the back and in side of the case one 180mm fan and i don,t know how to check fan speeds on the case

my friends adviced water cooling should i do that with 4570 if i plan an future CPU upgrade or should i not do that and just get the case fans also i did some more testing and you are propably right that its the cpu because i saw video with guy with r9 280x and he was getting 90-100fps in places where i,ve got 60-70fps and please don,t respond like 60fps is playable and this thing i know its playable but im not getting the most out of my system so i can,t crank up the details
