Video Card Fan Delay Spin/Startup.

Hi, I own a MSI GTX 660Ti TwinFrozr (about a year old already). The dual fan doesn't seem to spin together during first boot of the day (booting after PC is unused for an hour or more). Instead fan 1: Spins normally, and Fan 2: struggles its startup spin. but after a minute or two. fan 2 starts to spin normally. Few minutes after using the computer, turning it off then immidiately power it on, the fans work properly as if nothing is wrong with it. But turning the computer off, and leaving it unused for an hour, symptoms do go back.

And as for an additional info, if fan 2 wont spin during first boot of the computer within the day, I use MSI Afterburner and setting fan speed to 100% immidiately helps its spinning start immidiately, but leaving fan speed to AUTO mode, takes a minute or two before fan 2 spins normally.

So far, I already tried changing the PSU: and seems like the symptoms persist (during first boot only). And I already tried un-mounting and re-mounting the video card on the motherboard and plugged in its PCIe connector, symptoms still persist. I havent done much yet. Is there anything I should know? or should I check for something? I wish to know what the community's opinion are. Thank you.

PS: POST Boot is showing. Displays are up. Works like, nothing is wrong with it, just the fan having delays during its first boot. But after warming up, GPU fans work properly.

too bad they didn't bothered responding back, I've sent them emails. nor I have their phone number. anyway, main fan still spins and stable, Im good with no overheating issues. not overclocking thou. Thanks for your input.
