GPU HOT to the touch but Afterburner reports very reasonable temps

Hello folks,
I recently bought a new machine including an Nvidia PNY 4gb 770. I play Titanfall, BF4 and Rome 2. The latter is the only game where I get some crazy color flashes, red, yellow, blue, it definitely looks like artifacts to me. It doesn't look healthy and I don't think it's the software although I can't get it to manifest itself when playing any other games on max settings in close to 4k resolution. I wanted to include some screenshots but it comes and goes and it doesn't always happen. When it does it can flicker and then be gone, not to show itself again for a while.
Although my temps at their very highest only reach just over 70c the card is extremely hot to the touch, particularly over the black squares that protrude from the top of the card. Forgive me I don't know what they are called. The card is so hot in fact that I can't hold my finger there but for a few seconds.
I've ran some video memory testing software called 'vmt' and it passes. I am about to try some other benchmarking and see if I can't get it to manifest in another way, outside of Rome 2. I don't want to burn it up though. Which brings me to a question I have; If the card is showing artifacts does that mean that it will soon be fried completely? Or perhaps it showed itself when it was very hot and as long as it doesn't get that hot again or for prolonged periods of time I still have a good card on my hands. Do artifacts mean 'coffee coaster' card, I guess is what I'm trying to say.
It should be noted that I tried to install the latest beta driver from Nvidia and it fails, every time. I haven't uninstalled the old one because I'm worried I won't be able to get it back. Since discovering this issue I have also pumped up my fans for the card with a very aggressive fan profile. It should be said that the fans are clear of obstructions and dust, they are in good working order.
TLDR;
Do artifacts mean a toast card?
Would artifacts manifest in all games if they truly were artifacts?
Is it okay for this card to get that HOT (and I mean HOT)?
What should I do to diagnose and isolate this problem further?
Can I use benchmarking software (which kind) and not risk burning up the card if it is doing this?
I have not touched settings on this card. It is factory OC though with 2 fans, they have since come out with a model that has 3. I'm sorry for this lengthy thread, I hope it's not too long winded. To be honest I am just scared and am hoping to get to the bottom of this! Thanks for reading.

Corsair Vengeance Pro x2 4gb sticks, running in XML mode at 2400mhz
Samsung 840 Evo 250gb
Western Digital 250 standard (old) HD
Samsung Syncmaster P2570 and a Gateway HD Display of some kind
Rosewill Line Glow Mid Tower (2 intake fans ((front)), 2 exhaust fans ((top and back))) Very good airflow in this thing if you ask me, cords hidden and all that jazz.

But regardless, color flashes and whatnot do indicate that your GPU is artifacing. It's time for a RMA. And also, 70C is still fairly hot; 158F, which is obviously going to be hot to the touch. But not taking into account human touch, a 700 series GPU's thermal limit is like 92 or 94C, it's best not to run over 80C, so your temps are well within reason.

3600x2025. I promise every single setting is at max, in all 3 games I listed, Wolfenstein too, I wouldn't lie to you, lol. Every day I am happy it's the 4gb as that helps a great deal I have no doubt. In fact, I even have GEM and Sweet FX for Rome as well. The card was bought for me as a gift and when I registered the card it said they would want a receipt for a RMA, which I don't have, so I'm hoping it won't come to that.
Just now I opened the case and flipped the little clip that hooks the card to the motherboard, I pushed the card in and it seemed like it may have gone in better, the clip seems to have fastened better. I wonder if it was loose and that was my problem? It's hard to say without having a before and after photo.
After I did that I just ran Furmark at 1920x1080 0 MSAA and there was no artifacts, it reached 77c. The display did shut down right as it finished up though. Oddly enough the PC didn't shut down, I just lost the display.
But anyway, so you are saying because I saw these flashes of light and stuff it is artifacts? I was hoping I could find out if it was the software or not. Also, are you saying that graphics cards normally get so hot they will burn your finger? Thanks for the response. Any help is appreciated.

At 158F, it should sting, maybe not like a 3rd degree burn your finger type deal. Turn your oven to 160 degrees and touch the rack once it's done preheating. It'd probably give you the same feeling the GPU did.
But that might have solved your problem, I actually didn't think of that. Having the GPU not properly seated would likely cause the issues you were experiencing. Run Unigine Valley/Heaven for a few hours to see if the issues are still there.
And this is just a personal inquiry, but what monitors are you using? 3600x2025 is a rather odd resolution. Nearly double the amount of pixels as a 1440p monitor.
But that might have solved your problem, I actually didn't think of that. Having the GPU not properly seated would likely cause the issues you were experiencing. Run Unigine Valley/Heaven for a few hours to see if the issues are still there.

Just tested and got the stuff again in Rome 2, even after reseating the thing. What is odd is that I noticed it happened whenever I tried to perform a specific action, throw those fire sticks at a gate to burn it down. Half the time I clicked to initiate that action the artifacts came. When they did come they only appear over the water and sky. If it were artifacing would it be restricted like that?
I took many screenshots of it but looking in my Rome folder they are all blank when I pull them up in windows photo viewer, kind of strange. I'll work on that and see if I can get some photos.
Thanks for the benchmarking tool, I will get on that now. As for the monitors, I am downsampling. It forces the resolution to the monitor. It is native 1920x1080 but I made some custom resolutions in Nvidia control panel. Here is the guide that got me doing it if you'd like some reading on the topic. It is outstanding for image quality as I'm sure you can imagine.
