DirectX 10/11 Issues In Games

Whenever I try to run games in DX10/11 I get around 12 FPS, but if the game has a DX9 option my FPS shoots way up. My specs are:

i7-3770k @3.5ghz
Asrock Z77 Extreme3 Mobo
MSI GTX760 OC Edition
8GB G-Skill DDR3
600M Corsair PSU
Windows 8.1 Pro

Any help as to solving this would be greatly appreciated.

Try updating DirectX drivers first. Lets see if that works.

Isn't the only way of doing that on Windows 8.1 an OS reinstall?

As far as I know, no...just get the latest redistributable web-installer and you're good to go.
If it's as you say...god I'm glad I stayed as far as I could from windows 8...

I could very well be wrong, but I thought that it was baked into 8/8.1 and updated through Windows Update.

It comes pre-installed with latest DX supposedly, but either from windows update or redistributable manual install it should work, provided it detects updates in the former case...and that's a big IF.

There would be no reason to lock out DX updates to OS version IMO...
I suggest you try getting the redistributable and install it, trying costs nothing. At worst, it may tell you the program is already installed/is already updated/is updated through windows update.
