Need help with graphics card??

Hello,
I recently bought a "SAPPHIRE 100368L Radeon R7 250 1GB 128-Bit GDDR5 PCI Express 3.0 CrossFireX Support Video Card" and whenever i plug my DVI cable to my monitor, it just goes black. Is it a PSU problem or is it a hardware problem. I've tried everything and i am in need of help. Thnks.

P.S i have a 430 watt PSU

have you tried vga or hdmi?

You have PCIE as the main video in the bios right?

are you plugging the monitor into the GPU? or the motherboard? it has to be plugged into the GPU.

yes i tried VGA And HDMI and still nothing. Im not sure if i have it as "The Main one" but im positive i have the PCIE slot enabled in the BIOS. And my monitor only turns off when i plug it into the graphics card. when i plug it into my motherboard its totally fine and working.
