High Pitch Noise Motherboard - Caused by Chassis/CPU Fan Connectors

Hello i'm encountering a high pitch noise coming from the motherboard, i've isolated that its coming from the CPU Area.

i have an Asus M5A97 r2.0, and i've realised that when i unplug one of the chassis fans the noise goes away.
doesn't matter which fan as long as i unplug one the noise goes away, and no matter which combination i plug the noise comes back.
my cpu fan is 4 pin
and i'm running a 700w PSU.

Q-Fan settings don't change anything other than the audible fan noise itself. I am assuming it is something related to voltage regulation?

When i use the asus ai suite tool to change the fan speed, the noise changes pitch. (It is NOT a sound from the fan itself)

Could the fan be hitting a power connection? Maybe a blade is chipped, something is in the way of it more than likely.

my mistake, was the fan itself i thought too hard and expected new components to be without fault so it flew over my head.
