Starting spinning and then stopping could be a setting in the BIOS, could be a fault on the board, could be a problem with the fan. There are a lot of reasons for this kind of behavior.

BIOS settings that are moved towards quiet operations and low power consumption will throttle the fan down as soon as the POST is done, the most CPU intensive operation of startup and the one that potentially causes the most damage due to sudden temperature spikes. The fan is turned on to max as a safety feature so as to prevent the temps from spiking too fast and risking damage. As soon as the hard usage is done, the fan is throttled back to a level consistent with the actual usage.

A fault on the board can be a bunch of things, but most often is a fault in the power flow circuits. DC power is big on that issue since it has the greater tendency to cause heat related circuit breaks. Once the circuit cools back off, the connection is re-established and power flows freely again. The exact location of the fault is a different matter.

Fan faults are extremely common issues and a fan that appears to be functioning normally can actually be severely damaged. Running the fan without being hooked into the motherboard to check for spin is a good test. If it starts and runs for a while then slows down, that's a bearing issue or a heat related circuit fault, most likely bearing. I have a dozen fans in a box that exhibit this kind of issue. Sometimes, the fan can be cleaned and the bearing lubed and the problem is solved, most often this is not viable or cost effective in regard to the time and effort.

These are the 3 most often encountered issues in my experience but they are not the only possibilities. Test the fan with another power source for bearing/dust issues. Check your BIOS settings for silent mode or similar. If you have another CPU fan port, plug it into that and change your BIOS settings to ignore the primary and use only the secondary.
