Windows 8.1 proffesional doesn't run setup

Hi, So I upgraded my system to 8gb from 3gb and I want to install Windows 8.1 Pro 64 bit but I use a USB and My CD drive is broken. After I inserted the USB Stick I pressed F11 and clicked the USB name to boot from it, After that It took me to this -->

but without the Loading thingy and
I waited like 15 mins and it is still there without the loading thing. Please help. Thanks

Scroll down to

Scroll down to Windows Distro, check 'Format' Box if 1st time

My RAM is fine, My only problem is that all Windows 8 Pro installation ( Tried both 64 and 32 bit) and they still do not go to the setup thing. And the other problem when It is using the USB to boot from it shows the Windows logo but no loading circle. I've also tried my old windows 7 with my computer and it worked but I need windows 8

 

A setting in BIOS perhaps? Do you have a Default Settings Option? Sometimes F9
Otherwise suspect your Installation Media, how did you create the USB install? Also how long did you leave it before giving up? Sometimes it takes a while...

I've been into then BIOS Setup and I tried to make the BIOS boot up the USB first before booting up the OS but It didn't work. I created the USB Install with Windows 7 USB DVD Tool by Microsoft. I tried ike 4 times (15 minutes each time) and It didn't work.
