Low fps 8350 and r9 290 in BF games only?

I get appropriate fps and have a very well working system.
Here's my 3DMark score:

very good score for 8350/single r9 290

And most other games run fine...

Except for Saint's Row 3, BF3, BF4, and BFH beta...
BF games ONLY run on Mantle... BF3 MP, BF4 MP with DX11, and BFH MP beta with DX11 run 38-80fps... (all ultra presets)

Yet... the BF3 and BF4 Single Player runs great with DX11... the first mission in BF3 runs 114-180fps in the train scenes.... All ultra 90FOV... but 30-80 fps in Caspian Border in MP...
BF4 SP, I was 60+ a majority of the campaign...

And in BF4 and BFH MP with mantle... it seems to run fine... like 60-120fps in all multiplayer scenarios... Like it should. Yet I can't run BF3 still... And I want to fix this issue, i case its hurting me in other games and programs using DX (I have the same issue in Sleeping dogs, and Saints Row 3/4)

Whats going on is that my CPU stays the same, about 50-60% usage in BF3, and 50-75% in BF4/BFH... but my GPU usage drops in certain areas...
Here's some footage with PLENTY of PC stats in there. DON'T be foold by the temp stats, My CPU is never over 54C, and my CPU never drops below 4.4ghz. My GPU is never over 74C, and is always at 1000/1300, again, the clocks never drop... Just the GPU usage...

Watch until you see my issue... Its so VERY odd... All FPS are my REAL fps... this was recorded frame for frame with DXtory. My fps is really that bad...

Isn't that a bottleneck? but my CPU never reaches 100%? And other games and programs use the game fine...(Unigine heaven extreme HD 51fps, Valley extreme HD 55fps, Metro LL tool maxed 43fps, Metro 2033 tool maxed 51fps, Hitman absolution tool 8xmsaa ultra 51.6fps) They all benchmark perfectly, and so do all other games.
Thought CPU was underperforming
Cinibench R15 scored 719... well... 3770k stock runs at 667 so...
I know that doesn't mean a thing, since games don't run like Cinibench but... that is about what my 8350 at 4.4ghz should be getting so it is performaning as it should.

+reinstalled drivers dozens (yes dozens) of times, all very cleanly
+I've tried ALL drivers from 13.9 to the current 14.6 beta... all run just as poorly
+latest Bios released May 2014 (I've tried the ones before it too)
+unparked cores
+high perforamnce mode and tweaked so 8350 never slows down
+OC'd CPU (only helped other games)
+fine tuned BIOS and turned off power saving features
+Swapped out to 16gb ram... didn't help, I am never over 6gb/8gb now in game
+Ran Memtest, results were great
+My MOBO tells me that the RAM is compatible and running right.
+reseated GPU (not that that helps, all other programs run fine)
+thought it was MOBO/PSU not supplying enough power... nope, +12v, +5v +3.3v rails ALL gave out the appropriate voltage, and the GPU maintains the proper 11.63V 24/7... so the parts are getting power.
+ CCC set to default/Tweaked settings
+Vsync was in fact off in game and CCC.... not that dumb
+many many MANY other fixes (probably 70+ fixes)

It's so Program specific and I've tried EVERYTHING you can do tho this Mobo/CPU and Installed every driver I can possibly think of. I tracked all the temperatures, voltages, fan speeds, CPU clocks, GPU clocks, RAM speeds... It all adds up to a VERY solid mahcine

+Repaired BF3, BF4, BFH
+Redownloaded and Reinstalled each
+Tried custom configs
Non of these gimmicks work...

Here's what gets me...
+I reinstalled Windows 8.1 to a freshly formatted HDD.
+Only installed Drivers, Origin, BF3/BF4.... Ran identical to my main rig... Same issue...
I installed 14.4 chipset, 14.4 graphics only at first. Then tried my Mobo chipset and other mobo drivers. Still didn't work. I have every driver available for all of my hardware properly installed... installed each one at a time and tested, and non have helped...

I have a friend with 8350, 970 mobo, 8gb 1333mhz, 650w, and Power color R9 290 PCS+
He also has this issue... and He's on windows 7. He hasn't troubleshot as overkill as I have, but I couldn't get his working either.

I ordered a 4790k, Asus Z97 Pro, and 250GB Samsung 840 Evo... but am still troubled as to why I should need a $339 processor (entire bill for the 3 was $637...they were on sale...) when people seem to run BF3, BF4, and BFH fine with fx 6300's and far worse hardware than I have in my rig (see my signature)

4 months of troubleshooting, and 350+ hours of fiddling with it. Please don't insult my intelligence in your answer, and tell me to RMA something... it's all working fine as you can see in a MULTITUDE of benchmarks and games. (If I can run Metro 2033/Metro Last Light and Crysis 2/3 60+ on max or near max settings... It's obviously putting out perforamance. I can even Run Metro LL at 50-75fps very high + 2x SSAA and Crysis 3 50-70 with Very High and FXAA, Even 45+ with 2x SMAA.

There HAS to be something I'm missing?

Mine has always done the same thing, and in BF3 also. I did some searching and it would seem that bf3 and 4 are very processor intensive. I've got a 3570k overclocked to 4.8 and a 780ti and get from 30-80. Sorry that doesnt help any, but yeah, i never found a solution either. And i've been told more than quad core really helps too.

When you say extreme HD, do you mean 1440p? At that resolution the FPS you are getting seems reasonable at maxed settings. Of course if your playing at 1080p, that's a different story. Your current hardware is sufficient for modern gaming so I don't think you need to buy new parts. Even from your videos, I don't see a problem as your getting the right FPS for your hardware.

With that hardware you should not drop below 60 FPS ever in BF3, especially in 1080p. It has nothing to do with your CPU being too underpowered because a 3570k is more than enough.

Oh no man... keep watching the video... I go WAY under 60 in BF3... and you can see my GPU usage plummet form around 90% to 50-60%... That means, at that point, I was running a 7870 in my system basically... not an R9 290... that is NOT normal

Yes, 1080p. Those valley and heaven benchmarks are PERFECTLY normal for 1080p with my config... in fact I MATCH this review site in score (its the only 8350/r9 290 benchmark I've found, but I match youtubers too):

and beat this sites 3DMark score... even though their 8350 is at 4.9ghz... (to be fair, my 29 0is 1000/1300, theres was stock, I got Sapphire R9 290 Tri-X)

My Hitman Absolution benchmark is also 1-2 fps higher than normal... I am performing in other games as I should
Please watch all 3 videos and THEN tell me if you think that is normal for an r9 290 to run at...
Its reproducible too, happens in the same areas of the same maps, the gpu uage drops in the same areas. THIS is what leads me to believe its a bottleneck. If the FPS was random everywhere, or it just spiked, that would be different...

But it happens in the same parts of the game server after server after server...
But I SHOULD NOT be running like I am in BF3/BF4/used to in BFH beta

You got a bigger issue than me! and its only in BF3/BF4? Do your other games run like they should? I'd look into that. Seeing Intels and Nvidia have this problem makes me even more afraid... My Worst fear is having my $500 i7 and mobo come, top of the line i7, and still have the problem occur... IF its not my 8350 what COULD it be? Its not RANDOM drops in FPS. Its happens in the same spots the game times in the same maps... You know what makes GPU usag drop in specific areas? A CPU bottleneck. But I shouldn't have one? What could it be?

That's odd then. With BF4, that game still has many issues in general on PC. I've played it with my GTX 770 and it seems to have issues every now and then with sudden FPS drops among one of them. However, with BF3 the gameplay should be solid above 60 FPS at max settings which is the case for me but I'm not sure about how its working with the latest generation of ATI cards.

Well I talk to people with 8350's and r9 290's. Some have my issue, but man with even like a 6300 stock and 290x say their's runs fine...
With my indepth reinstall, and only having drivers and the game on the PC, I should have narrowed down EVERY variable it could be...
an 8350 shouldn't do this, and its very very odd. If the 4790k doesn't fix it, there truly is nothing else I can do but buy a new GPU as well... shouldn't have to replace every part in my PC to play my 3 favorite games when everything in it now is more than enough to run ANY game... Like I said, Even Crysis 3 runs at very high settings, and I can keep 45fps with it at 4xmsaa...
 
This problem bugs the crap out of me you have been trying way to hard to fix this. So you say the campaign ran 60+ but multiplayer drops do you and your friend have the same internet service. What speeds? I have talked to a few people with similar hardware. And it really seems to be a problem. could you disable origin in game?

I disabled Origin ingame already yes. Didn't help a bit.
I also completely uninstalled the Catalyst Control Center so only the drivers are a factor (od course 8 drivers ran the same, its obviously not the drivers)

I disabled the Radeon Audio Driver since I thought it would interfere with my otherAudio Drivers since I use HDMI connection with the game with a DVi>HDMI cable. Monitor only has HDMI and VGA, and a HDMI>HDMI cord doesn't fix it. Playing on a monitor with DVI>DVI didn't fix it either.

So... yeah I am WAY indepth with this issue, and I still haven't found a fix... Guess I cross my fingers and hope the i7 and new mobo with PCI 3.0 fixes my issues? Many people who say its (working fine" are using the AMD Formula board, the one AMD board with PCI 3.0... don't think that could be the issue, but who knows.
 
I know this is a long shot but the only thing i have come across that hasn't been mentioned is your graphics card memory speed. Those areas on the maps could have more polygons in the textures coupled with AA and AF this multiplies the problem. Get that memory oced to 1500+ and see if that helps. Other than than get your new i7 and play without an OC then OC it to like 4.6+ ghz and see what happens.

Well here's the thing... an r9 290 and r9 290x, hell, even 780ti, should be running unbottlenecked with an 8350. If the Many can run with their old i7 970's at only like 3.4ghz... Then the 8350 should have NO issue with the i7 the way it is. Is the game CREATING a bopttleneck with my 8350? How come GPU usage is dropping when the CPU is only at 60%? the game IS using each of my 8 cores, and each at around 60%... so it does have room to spare if it needed the extra CPU power. If it was using only like 4cores, than I would see a 50% flatline like I tend to see in GTA 4...
But I don't... the game know it can use 8 cores, yet it stays ay 50-70%, which IS NORMAL. People I talk to who are running their 290/290x at 99% gpu usage say theirs runs 50-70% too, and they are often at the same cpu clock as me. So what is causing the GPU usage to drop?
I have tried OCing to 1130/1450 (VERY hard on the gpu, so I don't run it all the time) and when it was running like that, I did gain about 6-8fps... BUT my minimum fps was the same or nearly the same (maybe 1-3fps better). Even OC'd, I wasn't getting the fps people with their r9 290 at 949/1250 are getting...
The low minimum fps issue remains... what could be the cause?
 

I had a very similar issue with Skyrim on my rig. I was getting about 50-70% gpu usage and 50-70% cpu usage on each core and i would drop sometimes to 25-35 fps. The Skyrim was HEAVILY modded, so modded in fact that at 1080p i was maxing my 3gb VRAM lol. Another thing i notice is you never once said anything about your frame time variance. In some games i will randomly spike for about half a second lowering perceived fps by a lot. It seems to me that you are experiencing a prolonged form of this in some areas. All of this from me is again, long shot ideas.

I get those spikes, but only in mantle, as it is a mantle glitch. I don't get then in DX11... but I can't run DX11 apparently...
Watch the 3 videos through and through that I linked in my first post in this thread and you'll see that it is a consistently low fps, depending on the area.
If it was random fps drops, that would be easier to fix... but I can get the EXACT fps in the EXACT same areas of the maps server after server after server... In BF3, BF4 DX11, and it happened on BFH dx11 beta...

So consistently low fps, not random usage spikes, the GPU usage slowly and steadily decreases, but I go to other ares, and it shoots back up, which eliminates Temperature. My GPU is only 2.2gb/4gb of Vram at the most in DX11 as well, and CPU/GPU clocks still never drop, even in the laggy areas...
So recap
solid 4.4ghz clock
solid 1000/1300 clock
solid 1866 in dual channel
<6gb out of 8gb RAM at all times
<2.2gb of 4gb vram at all times
<54C on cpu at all times (can go to 67-70 without throttle, BIOS set to never throttle)
*ignore the temps in video, they went up a few degreees casue I was recording and playing, they are never that high, and have never been that high since that day. (I track temps from startup to shut down daily, max temp is usually 54C)
<74C on gpu at all times (can go to 95 without throttle)
and it doesn't happen in any other games...
What could it be?

Could you quickly state the brand and model of the PSU? Something tells me the card is being underpowered or, for whatever reason, can't sustain a high load.

Also (As i can't seem to find either pieces of info in this thread) what resolution are you gaming at?

1080p 60hz with a full on Corsair HX-850w. Like I said, voltage from the PSU isn't an issue, and if it was a power issue, it would drops to like 10fps, and then shutdown on me. My PC has NEVER shut off on me. Also all other info is in my signature below.

Have you ever had this issue with your 280x?

Just reading through the comments on this thread, you said you can't run DX11?

Actually I had one issue with my 280x, in Bioshock Infinite, I was getting really good fps but also really bad tearing, decided to lock the fps at 60 (i.e. vsync) no problems since
 
If it is not the CPU, or GPU limiting fps the only things left are RAM, storage, PSU, and mobo. Its not the PSU. Whats left? Mobo, RAM, storage. Not the ram. Not the storage. Not the Mobo. Whats left? Not a hardware problem. It has to be optimizations for the game itself that people never got around to fixing. That is all that's left man. It MUST be a software/driver optimization problem.

Read my first post entirely and thoroughly... you'll realize just how in depth I've tested this...
Read it all, maybe watch the footage, I have absolutely NO OTHER variables to test... I've tried it all...
Again, it anything was defective, or something was really wrong... this would happen in more games... but it dosn't.
Not in BF3/BF4 singleplayer
not in BF4/BFH MP with mantle
Only in BF3/BF4/BFH MP with DX11...
I've also manually reinstalled all dX11 redistributes in BF3/BF4's game files, and manually updated from online. none of these versions or reisntalls changed a thing. I also have Windows 8.1 completely updated, so I have the latest DirectX available, the latest dx11.2...

I'm not so sure... I know he did full reinstalls of windows and stuff but remnants of a virus of some sort could still be on his storage device, causing performance issues in more demanding games.

If you've not got a virus scanner download Malwarebytes and do a full scan, see if anything comes up
 

Can already tell you that this is not the problem.

They seemed to solve the DX11 issues by (and i'm not joking) using Mantle on BF4 for a few hours, then switching to DX11 and restarting BF4... It apparently even fixed fps in BF3
