Games running incredibly low FPS

Hey

My FPS in games is a constant 5FPS at the moment. Obviously this is completely broken and unplayable. The only thing I've done recently is update my BIOS. I would also like to mention that my GPU load stays around 20-30% on games, even when the FPS is low.

Specs:
CPU AMD FX 9370
GPU Radeon HD 7970
MB Asus Crosshair V Formula-Z
RAM 8GB DDR3
PSu Seasonic Gold 650W
OS Windows 7 ultimate 64-bit

Update: Some games are fine. Civilization 5 and Skyrim are fine.

Important Update:
My CPU load is at about 40% or lower in all the games that dont work as well.

Ok, so I've downgraded my BIOS do what it was and still no change.

Make sure your parts are not overheating. Check your temps.

My temps are fine at the moment. I've just tried to run Minecraft and the FPS is low... So I'm starting to think poor CPU?

Is there a way I can absolutely verify that it is that?

I don't want to just spend money all willy-nilly.

I ran some Benchmarking software and my CPU was running better than it should be, somehow. I then checked my graphics card which is operating at a little less than optimal but my RAM is operating at about half the speed of what it should be.

Let me jump in if I may with some questions.

1.) How are the tested games that have this trouble called like and what were the settings like?
2.) What GPU drivers are you using?
3.) During the issue, how hot the GPU and the CPU are? Try running prime 95 (CPU) and heaven benchmark (GPU) for a while and test it with HWmonitor (not both benches at the same time) (I'm interested in peak temps and loads during peak temps) (test both with games and benchmarks).
4.) I'm predicting your ram is 2x4 GB so one stick might be defective. Have you tested if both of them work and are the same exact model?
5.) Does that issue happen right away in games (as soon as you start) or later on and does the framerate you end up with depends on the settings? And is it exactly constant 5FPS (meassure with some program and tell me the results)?
6.) What results are you getting with Civ V and Skyrim (peak, min and average FPS along with temps).

Also your CPU model is more than fine and is not too weak for any game to make it trouble. It's top of the line.
If it is CPU's fault it's cause of temperature (just downclock it a little or get a better cooler). If it would be anything else it either wouldn't work (like no startup) or would be unstable (crashes, mostly cause of too high clock rates).

1. I don't quite understand but the games i have issues with are:
Watch_dogs
Far Cry 3
Hitman Absolution
Anno 2070
Saboteur
Crysis 2
The settings aren't important. The games are unplayable no matter the settings. I get very low framerate in Watch_dogs at low settings.

2. I am now using an AMD R9 280X with the latest driver.

3. During Prime95, my CPU went to temperatures of around 59'c
During Heaven Benchmark, my GPU went to temperatures of around 57'c but a high of 60'c

4. I've replaced RAM and no change.

5. The issues arise immediately and the framerate is not a constant 5fps, it varies from 1fps to 20fps.

6. In Skyrim, my fps is a usually 60fps. It dips down to a minimum of 55. My temps are 47 on the CPU and 49 on the GPU.

Sorry for the late reply, was at vacation

Seems like driver issue to me. Try deleting older drivers that are still on your PC. Make a completly clean install of your drivers.
