You might want a stronger Power Supply. That unit though not necessarily a bad unit, doesn't possess the physical power output capacity to power your system. Try something of equal or higher quality with atleast 500W.

Here's the cheapest and best quality alternative I can recommend, which leaves room for some serious upgrading potential and overclocking.

Not quite enough, and it's split between 2 12v rails.

Go for at least a 500w PSU with a single 12v rail at no less than 35A. Good brands are Seasonic, XFX, some Antec, some Corsair, some Rosewill, some Enermax, some EVGA. Chieftec isn't usually bad either, but that particular CPU won't hold up under an R9 270 and Phenom II 965.
