Most aftermarket coolers will dump most heat inside the case, which will mean that either a 290 or 780 will heat up the case fast. I have the MSI TF 780 in SLI and I have to limit the temp target at 75C. Otherwise, both card will reach the maximum temp 80C+ running max load. I assume the TF 290/290x will do the same but just higher temp.
A case with a good airflow will be important for aftermarket cooler and esp. SLI/CF.

I have decided to go for the 780 over the 290. But then I only have a 600 Watt PSU and am pushing the power envelope a bit. If I had a better PSU I may have gone for a non-reference 290 if I could get one significantly cheaper than the 780.

PSU for top end GPUs are usually running at least 650w. This is to keep power delivery stable even at max load.
One 290 should be good if it has a good cooling solution. Later can add another card for CF.

good luck.
