The general consensus is that One higher end card is better value with futureproofing then 2 slighty worse cards. When it comes to crossfire/SLI (Multiple GPUs) there's a checklist of things to consider;

Does my mobo support it?
Or my PSU?
Do I Have room in my case?
Are these cards compatible?
Do my favorite games support CrossFire/SLI?

It really boils down to personal preference in the end, but personally I would recommend waiting to get a higher end card.
