Black screen on start up..

So all i can see is my cursor,

this happens when i downloaded a dumb file then i couldnt open task manager, msconfig, ctrl alt del

it says com surragete crash


will reformatting works?

i have toshiba laptop satilliete T235-S1370

also when i start my laptop, everything is working fine till the login .. it just black screen with currsor


also i tried opening in safe mod, pressing 0 when i start the laptop.. nothng =[
