Graphics Card not showing up in Device Manager

Recently, i put together a a new PC for my younger brother. Everything seemed to be working, until he complained about performance issues in a game hew was playing. I realized he was plugged into the motherboard not the video card. I plugged his monitor into the PowerColor R9 270 I bought him and no display was outputted.

I've now tried the following things:
- Disabling integrated graphics in Bios (No display on reboot, had to clear Cmos)
- Removing drivers, taking out card, installing drivers, re-installing card
- Putting card in known working system (same result, not shown in device manager)

I think, with that said, I ruled out a problem with his motherboard's PCIe slot, as it did not work in my computer either. Also, when the system is booted on, the fans on the GPU spin up to what seems like maximum speed and stay on as long as the system is on.

Any advice would be helpful,

Edit: probably should have added the motherboard is a Gigabyte B75M and the processor is an i5-3470

Hi ZachL123,

Did you install the drivers whilst the monitor is plugged into the Integrated Graphics? If so then try updating your Motherboard drivers, I know you tested it on a different PC also. Could you tell me what power supply he is using? Are you plugging the GPU into the x16 slot? If so then try the x4 slot. I know that isn't the best for performance but we are trying to find the issue here.

Okay, I'll try updating the motherboard drivers.
The power supply is a Corsair CX500.
I have a WiFi card currently in the x4 slot, but I'll definitely try that too.

Alright, drivers were up to date and using the x4 slot didn't make a difference

Okay, I'll try updating the motherboard drivers.
The power supply is a Corsair CX500.
I have a WiFi card currently in the x4 slot, but I'll definitely try that too.

Was there a different power Supply in the other system or did you just re-use the CX-500?
If there was a different one then I am willing to bet that it is the GPU that is the issue here. So you installed the GPU drivers whilst the monitor was plugged into the motherboard and the GPU was installed? If not try doing it that way.
Also, try updating to the LATEST bios as the B75 chipset is slightly outdated. And one more thing, could you list the specifications of that other PC you tried it in.

Nope different power supply, that would be a 550w XFX one. I'll try updating the motherboard bios tomorrow and get back to you. Also, here's my build, obviously without the listed graphics card when I tried my brother's. Oh, and I'll also try installing the drivers with GPU installed one more time.'

Ok, bios was up to date, and another attempt at installing the drivers failed. Unless anyone has any other suggestions, I'll be RMAing the card to PowerColor in the next few days.
