New HDD not working

I finsihed assembling my computer today, but the BIOS only senses the optical drive. I have a Seagate Barracuda 1TB HDD and I plugged in the SATA cable and the power connector. The disks don't seem to be spinning. What do I do?

UPDATE: I got a modular PSU, and didn't connect the other end, so there was no power. Thanks for all the answers!

if the disks are not spinning and it isn't a SSD then get it replaced.
