Strange PC Problems (unable to load third party apps)

Hey guys! I've been experiencing some very strange issues over the past two days. First, I updated my AMD drivers to the latest version, and my resolution (typically 1900) didn't fill the screen anymore. There would be black areas along all four sides of the monitor. However, when I turn the resolution down to 1600, the screen is completely filled. Keep in mind, I'm using a monitor that utilizes full HD 1080p. Next, I ran a registry cleaner, the one from IObit to be exact. Nothing strange happened. The next morning (yesterday), I uploaded some videos from an SD card. I could view them in Windows Media Player just fine. A little while later (with me away from the computer), I tried to run Steam and it wouldn't open. It would say "connecting Steam account blah blah, updating steam information", then it would close before opening the Steam client. I then tried to run several games. All would instantly close with the message "blahblah game has stopped working". As I investigated further, my video files, and even the Windows Media Player would open and close with the same error message mentioned previously. The internet works fine, I can download, I can run anti-virus scans and programs, but no individual files will open correctly. I then did a total system scan with IObit malware, Malwarebytes (in safe mode as well), and AVG. All items were removed. Still no improvement. I also tried a system restore to the day before any problems began occurring. Nothing. I would try a factory reset, but don't want to lose all of my files if it's not necessary in the first place. I think it may have something to do with a faulty RAM card, but I have no idea. It's a very strange problem. If anyone has ever heard of this, or even a solution, I'd really appreciate it.

I just tried to open the catalyst control center, and it won't even open that. If I click "advanced settings" on any windows program, it crashes windows explorer.

Updated: Opened my pictures up, it worked for five minutes, now back to the "COM surrogate has stopped working". On every program.

Not sure if you can see that I edited the last comment. But I'm not positive on how to do that. I'm unfortunately using at HP OEM right now, so I didn't install windows from a disc. It's also a manufacture refurb. computer, so I believe it heightens the chance of the RAM being faulty. Anyways, would you suggest doing a "factory restore"? If that's a yes, I think it'll automatically install windows on the first boot, but I've heard that the factory restore doesn't help a lot of people. I'll try that before taking it to a repair shop, though.

Now when I try to open steam, it does what I stated in the original post, but it also opens Spotify and Open Office. Game Booster 3 also goes crazy switching back and forth from gaming to normal mode.

No, I was extremely careful with anything I did on my pc, and barely used it. So silly old me, I regretted to create one. But on the bright side, I don't need any of the files; they're all backed up to Google. Would I need to create a recovery disc (doubt it'll work with current instability), or would windows automatically install when I do the factory restore?

use a 3rd party software like Acronis to back up your files.. (just incase its malware or a virus) you boot up to the Acronis software and it will let you copy the entire harddrive to a 2nd drive or USB drive.. or you can just copy your profile which contains all your files etc.. Then once you have that saved.. you can boot it up hitting the PF Key that launches the factory system restore.. and load it back to the way it was when you brought it home.. then... boot it back up to the Acronis CD and restore your backup. if you still have issues then... you'll know its most likely hardware related.
