I was OCing my gtx 770 and it has now started stuttering in games I dont even get solid 60 in star wars battlefront 2 which is 9 years old! There is no bottlenecks used to work fine with my old 760 and for a few days with the 770 I set the core voltage to +12 has this damaged the card because I pulled it to the max though I used msi kombust and that produced normal results which was wierd

Update your GPU's driver. Update all of your MOB's drivers.
Update Windows. If you have any OC disable it.
If it has it, update the game. Run a virus check. (You never know)
Use MS Security Essentials.

Make sure your system is running cool. You can use HWMonitor to check your temps.

See if your GPU has problems.

Check the PSU. When one fails it can cause tons of problems.

Run Resource Monitor and see what your workload is.

you don't know how many things i've tried I would say I redownloaded drivers about 12 times and 3 different versions no differance, I've done secuity swipes, scans, an unthinkable amount of restarts and various other fixes in other folders and files.

I have tried turning OC's off and pretty much it never worked before with the new gpu. BUT it works now for some reason it only works properly when it's on it's side I had this problem before and if anyone could have any suggestions that would that would be great, I think personally it might be damage to the motherboard but if you know any fix's please help. Also watch dogs runs really bad When driving on about high setting I sometimes drop to about 15 fps i'm going to download the mod patch "the worse" but any suggestions why or is this watch dogs being ****.

That may help you ^^^^^

It sounds like the GPU has a broken PCB or bad MOB.
If you have a warranty RMA it right away.
Because you have the same problem with 2 cards it must be the MOB.
Test your GPUs in another computer. (A friends ETC)
If the problems goes away you know your GPUs are fine.
Try another x16 slot on your MOB. The slot my be damaged.
