Mobo powers on automatically when the PSU is switched on.

My new pc (all brand new components) is sitting on my table breadboard style. I only have the CPU, its fan, and 1 stick of ram installed. The CPUs power and the main ATX power are both connected. As soon as I turn the PSU on (at the back) the mobo powers on and the CPU fans start spinning but it doesnt POST/beep at me. I suspect a DOA mobo or PSU, but Im not sure how to work out what it is?

EDIT: Also just noticed the fan on the PSU isnt spinning, even when its powering the mobo.

Full specs help, including the model and brand of the PSU.

What happens if you don't plug the PSU into the motherboard (throw a fan on one of the molexes). Does it power up anyway?
