screen tear help

So I recently got my first gaming PC, and everything is all dandy is fine besides one thing, it runs games too well. I'm having immense problems with screen tearing in all of my games, and in the games that do have vsync, when I enable it, it causes my games to run at 24 fps. What type of monitor should I be looking for in order to help remedy this problem of screen tearing?

The display I'm using currently is a 29 inch flatscreen tv, It says its 60hz, which I assume is true since Fallout New Vegas is running at 60 fps according to fraps and I'm having no trouble at all with screen tears. However, when I try to play Just Cause 2, I'm getting around 100 fps average when gaming without v sync, which results in very clear tears. When I enable v sync, it locks at 24, I've got an R9 280 3gb graphics card.

There is no way the problem is being caused because it isn't a 990fx board.
