Troubleshooting boot on new custom build

I've got an AMD FX 8350 cpu set into a Gigabyte 990FXA-UD3 system board. I've got a single 8 gig RAM module (1600 MHz) plugged into DIMM 2 and an Nvidia Geforce 760 chipset graphics card plugged into one of the PCI ports.

When I power on, all fans (case fans, cpu fan, and fans mounted on the graphics set) power on as well as the LEDs installed on the case (Corsair 400R). There is no display, however, and no beep sound to indicate that POST has cleared (though I am unsure whether the motherboard is equipped with an internal speaker). There is currently no operating system installed, but I am unable to access even the BIOS menu or anything at all on the display (there is no onboard graphics, so my graphics display is the DVI-I port on my Nvidia card).

Given that the fans and LEDs work, I expect the problem is not power-related. I've also tried all this same hardware on a different motherboard with exactly the same problems. Additionally, in case its relevant, once the system turns on it does not shut down using the normal power button, even when held for an extended period. The only shut down I've been able to use is the power switch on the PSU. Given that the hardware has been installed on 2 different boards, it goes without saying that the motherboard itself is almost certainly not the problem and all attached hardware has been re-seated at least once. Where should I look next to troubleshoot this?

I've already taken all generic troubleshooting steps. Additionally, I've now tried replacing parts one by one with ones from my old machine that I know are functional, including the RAM, CPU, and Graphics set. The same problem persists: Lights and fans come on, but there is no display and I can't shut down using the power button -- only by cutting power.
