So i installed a new psu and worked great. Then my gigabyte r9 270 and when completed i realize it has dvi-i and dvi-d on it. well my monitor has vga only, should i get a dvi-i to vga adaptor? Also i test fired my rig and the video card ran kind of loud, is this normal?

I don't know about the loudness issue, but for the vga thing yes get a dvi-I to vga adapter since that doesn't have vga built in to the video card.
now to find a place that has one. I tried hooking up hdmi in to tv to back of video card but nada. also i tried to make sure all cords were out of the video cards way. which they are since i watched it all boot up with my side panel open
