PSU wont boot properly

Just got a new PSU. (at least it is still new in the box). OCZ ZX 850W gold modular power supply. I swapped this PSU out with my other Azza 500W. Azza works fine just upgrading for more power. I get everything plugged in and go to boot the system. All I get is a single click withing the PSU and no boot. I know everything else works fine. I tried replacing ram and unplugged and replugged everything. PSU test shows that it works just fine. Solutions? Someone mentioned a possible grounding issues between the standoffs on to the mobo and case.

MSI Gaming 5 mobo
10 GB DD3 1333Mh Ram Corsair
Nvidia GT 640 2GB
128 GB SSD
256 GB HDD
(2x) 1T HDD
Cooler Master Storm Stryker case

Everything else works and is working fine. PSU is only issue. More inquiry suggests the actual power cable that im using may not be up to par as well as the possibility of the acrylic on the case causing a grounding issue. Also PSU test shows the OCZ works and powers just fine.

paper clip to green and any black. Buddy of mine also used an actual PSU tester..not sure what the name of it was. showed everything works fine. even used the PSU in another computer. Booted just fine.
