MMO Gamer upgrading to a better rig

I'm an MMO(RPG) gamer by heart and I only play RF Online(for now) but would love to try other newer games if I can build a better PC.
There's a war system in RF Online(Its a RvRvR game) where there are about 100+ players in a single location moving, attacking each other and it gets laggy and even unplayable in clashes. A half second lag in clashes will mean death and I don't want that to happen.

Here's my CURRENT PC:
Athlon II X2 250 dual core @ 3.0Ghz
ASRock N68C-S UCC Motherboard
HD 7730 DDR5 1GB (1024x768 monitor) - NEWEST PURCHASE
2GB RAM @ 800Mhz
600W PSU that comes with the case

This PC is 4.5 years old and I bought a 7730 months ago to make gaming a bit better.
Now I want to upgrade around the 7730 because its the best hardware I got. I'm not into ultra high settings gaming. I'm used to playing at low-med in most games but i would want to play RF in high settings and a bit of headroom when playing other games in mid settings. I just want to play smoothly when things ingame are chaotic, I don't want to lag for half a second.


What kind of CPU do I get? AMD with more cores? or Intel with better raw performance? I'm thinking Core i5 4670K? Consider also power consumption because I don't do extreme gaming.
What build should I go for? My typical use would be: long hours of gaming while downloading stuff, FB, watching movies, surfing the web(opening many tabs at once), reading articles while RF is running in the background, moving files around and other fun stuffs to do with a PC. Would want headroom for things i want to try like encoding video, archiving files fast and some other pretty basic stuff.

The vast majority of MMO style games rely on the best single core performance so for a budget rig you'd go with something like the New Unlocked Pentium and overclock it, for a more serious rig you'd go with a 4670k or 4690k and overclock them. The other stuff pretty much any system can run, so it doesn't really matter. Just pick the cash you are going to spend which would point you to the proper processor choice and then buy as much video card as you can afford... I assume you are also replcing the monitor?
 
If you have the budget for a 4670K, then by all means buy one. It is as good as you can get for gaming, and will be for a long time.
The retail price of a 4690K is exactly the same, and it is slightly better at overclocking. Only buy a 4670K if you get a significant discount.
Most any Z97 based motherboard will work and give you decent overclocking capabilities.

You most certainly need more than the 2gb you now have for all the multitasking you do. 8gb at least, and 16gb if you can. Speed is less important than having enough. You will need a 64 bit os to access >4gb of ram.

I'm looking to buy a 4670k or 4690K so I don't need to replace it again for anothers 5 years or so because its so fast already. I got into the game just now and noticed when i'm in neutral maps like race HQ i get 75fps which i believe is max. I get about 50fps when attacking mobs on other maps but LESS THAN 10 FPS when in a chaotic clash :( Its totally unplayable. FPS seem to drop to <10 when there are 30+ people around that are active.

BTW, i'm building around my 7730 GPU. I just need CPU to start from right now. Are there significant bottleneck issues when i pair a 7730 with 4690k? I would want some extra power though for reliability and stability. I might replace monitor but it would come last. For now CPU, MOBO, 8GB of RAM at least. Do i need an aftermarket cooler? Budget is 500USD or roughly 20kPHP. from Philippines

I'm buying at a local store here in PH. I'm just looking around now so I know exactly what to buy when I go to the stores. Is there any upcoming new technologies? New sockets, processors, boards, RAM i should know of? I want this build to be futureproof. It should last at least another 5 years w/o me having to replace coz some hardware/software conflict or something.

Anyone can suggest a build under $600? I already have GPU and peripherals.
