regarding ssd performance

recently iv'e started using an ssd storing the os and games on it, windows starts much faster then before with an HDD,but installing games/loading screens in games seem to be not much faster, if at all faster.

does this look normal?
is there anyway windows is limiting disk usage to programs? because usage is low when installing/loading stuff.
it is connected to sata 3.0 and ahci is on.
windows 8.1
samsung evo 840 250gb

Cant tell you much without windows version and exact ssd model. But generally you should never get too close to filling the ssd with data. Some of them get much slower when they dont have much free space. Also, try optimizing the TRIM function of the drive by running the application that came with your ssd and clicking optimize my ssd or something similar.

used samsung magician and clicked optimize for maximum performance, i dont know what TRIM is, how do i turn it on/optimize it?
 
If you got this ssd and windows combo, it should be managed automatically. Did you try turning on turbowrite? Also, free some space. Leave at least 20 percent of the capacity unused and benchmark again.

Other things you can do is update your BIOS on the motherboard, try using a different sata port (or a different controller alltogether, even if your only other option is sata2) and updating your chipset drivers. Flashing a new firmware on ssd cannot hurt as well. Do backup first ;)
