Help! What is this? PC problem

Hello. So i have this problem with accesing my computer/control panel. I tried every scanner, because i thought it would be a virus causing it, it doesn't find viruses. Please help!

Hello... click your start button... and Type in "control" the app should show it's self there for access... are you on an "adminastrated" computer Network?

Well no. The problem is I can't see any content, like you see here with my computer, all i get in control panel is "Adjust your computer's settings" and "View by category".

Hello... on the right side top of screen, what happens when you click the icon in front of the" Down Arrow " icon?

Nothing there. The problem is with My computer, too. The pc is new, genuine windows and all. After I turn it on, I can access everything, but after a few clicks, no more.
