CPU Overheating in BIOS setup with working cooler

I built a system 5 months ago, and just recently the CPU has started overheating. Before it ran ~34 deg Celsius now hitting ~75 deg Celsius. The CPU cooler is working because one water line is warm while the other is cold. Therefore the pump is working and drawing off heat. The temps are while in BIOS setup before booting to Windows. The system has NEVER been overclocked. Is this a sign of the CPU failing?

Solution
The only way for the virus to do that is if it somehow corrupted the BIOS settings, but then re-installing windows would have had no effect on that. When you rechecked the system temperatures did you do so by idling in the BIOS menu again? keep in mind that while in the bios menu the CPU will be at full clock and load usually, where as the OS will manage the clock and load of the cpu to keep temperatures and energy use down when no demanding task is present. For example, my CPU is 20f hotter in the BIOS menu because of this.

It's all very curious

while the cooler may not have failed entirely, it may be starting to go. how old is it? I know it's a pain to do with the changing backplates, but try throwing the stock cooler on there if you still have it and see how much the temps change. Some pump failures are progressive, some are more sudden, it will just rule out a possible issue

Everything except for the graphics cards are about five months old. This is my brother's system that is identical to mine. A few days before this started he might have picked up a virus or maleware of some kind. He reinstalled the OS from scratch and it appears to have solved the problem. We'll have to wait and see if the overheating returns, but after three days so far so good! I never heard of a virus being able to do something like this where it would cause a system to overheat even before booting into windows? Anyway, thanks for the input. I appreciate the help.
