Asrock 960gc-gs fx won't boot Windows 7

I had a RAM slot go bad on an old Biostar mobo. I'd been running 2x2GB of DDR2 in it and it would bluescreen a couple times a day. Memtest would run once and find a million errors, then run again and find none. I took the stick out of the second RAM slot and everything works fine. Same stick in the first slot works fine too, and I've run it for a couple months on just 2GB ram without issue, other than it's ugly slow and I wanna wake it up again.
I'm running an AMD Phenom II X2 at 3.0, 2x2GB G-Skill DDR2 RAM, ADATA SSD for the OS, 3x1TB spinning drives, and a DVD writer, all connected via SATA. I also have a EVGA 8800GT video card. Nothing really special, just a workhorse media box.
I installed the Asrock 960gc-gs fx motherboard and it'll post normally and start the Windows 7 splash screen with the pulsing, glowing Windows logo saying 'Starting Windows,' and it'll sit there pulsing for about 10 seconds, then it just reboots itself.
I've tried booting with only the OS drive connected, one RAM stick (I tried it with each of them), video card removed, and only the keyboard plugged into the USB, as well as just about every imaginable combination of things connected, each time with the same behavior.
This machine was running normally just before I turned it off to make this swap with everything listed connected. Literally the only difference between this and a running machine is the mobo.
I've spent most of the day in Google looking at what each of the BIOS settings does. I've tried disabling just about everything with a toggle in the BIOS with the same results. I reset the BIOS back to default and tried again, same result. I tried the combined IDE mode, (which doesn't see my DVD drive but shows all the rest of them) same result.
When I start the startup recovery utility, it'll run normally. I ran the memory test in there for giggles, and it comes back clean.
I'm hoping there's something set wrong in the BIOS, but for the life of me I can't figure out what it might be. Any suggestions you guys might have to offer would be greatly appreciated.

Is this pretty standard? I guess I haven't done enough of these to have heard this before. I actually put a new mobo in this machine about 2 years ago, but I replaced it with the same model and I didn't have to reinstall Windows.
 
The same model motherboard would have exactly the same devices and need exactly the same drivers

Windows wont load because it doesnt have the correct drivers .
You may even have to buy a new copy of windows because even when you get it installed you might not get it to activate .
An honest friendly phone activation telling them your mb died MIGHT mean you are Ok there though
