I'm not really sure about the CPU cooler, they all seem expensive and most parts come from america(i live in Australia) so the money expense goes higher unfortunately.

The build is more expensive because you chose your parts from a store based in the US. It's a much better idea to buy locally (even though we are being taken for a ride in Australia). Edit: for similar performance swap out the 780 and go for a gigabyte r9 290 for around $450, this will put you well under budget.

I'm too tired to provide a really in depth answer, but two things: If you're spending that amount, you should be able to fit a hyper 212 evo into your budget, best cooler for the price range.
Also, use pc partpicker and link to your build on their, it will get you a lot more help.
