XFX HD 6950 2GB Crossfire Have low performance?

So I recently wanted to check for errors in my gpu so I did some fps test in game, but then I founded out that the games performs identical when crossfired against a single card, I want to know if one of the cards is faulty despite the fact that one of the card seems to be broken; that is making them have no improvement in crossfire mode. Here are the test results.

1st card(good card)
-cs.go idle in menu: 120 fps.
-cs.go in game idle: 282 fps.
-watch dog: 62 fps (medium setting)
-cs source: 299 fps
-pay day 2: 108 fps
-dota2: 95 fps.
-warframe: 133 fps

2nd card(bad card).
-cs.go idle in menu: 120 fps.
-cs.go in game idle: 185~190 fps.
-watch dog: 40 fps.
-cs source: 299 fps.
-pay day 2: 76 fps.
-dota2: 62 fps.
-warframe: 92 fps.

Crossfire mode
-cs.go idle menu: 120 fps
-cs.go in game idle: 299 fps.
-watch dog: 35 fps.(Watch dog is not yet good with crossfire)
-cs Source: 299 fps.
-payday 2: 135 fps.
-dota2: 93~100 fps.
-warframe: 140 fps.


As my research and basic knowledge to computer, I know that Dual GPU means double the performance but I just don't see it here, the 1st card clearly out performs the second card which don't make sense because they are the same model, same clock speed, same fan speed and brought from the same place and that crossfire mode just doesn't seems to give that much more performance than the 1st card. NOTE!!! (( MY PC HAVE FELL ON ITS SIDE ONCE, THE SECOND CARD'S BOARD IS NOT ABLE TO FULLY ATTACH WITH THE CASE BECAUSE THE PART OF THE CASE IS BROKEN SO THE SCREW IS NOT ABLE TO ATTACH THE CASE TO THE BOARD))

Actually, CF (and SLI) do not double performance. The best you can expect is ~80% improvement, and then only in games optimized for CF/SLI.
What motherboard are you using?

I have a ASUS Sabertooth 990fx
8gb of ram
amd phenom II X6 1100 T blackedition.

That's a good board. Check your manual and be sure you are in the correct slot for the 2nd card. I think the black slot is only x4 lanes bandwidth. That will drag down performance.

Well I tested each card one by one so it wouldn't matter the lanes since I used the same lane.
