Is a 212 EVO good for that overclock power?

Yes that will be a good budget cooler, all you SHOULD have to do is change the multiplier

Yes, so you will set it to 20, assuming the core clock is 200MHz, which is the stock core clock.

At stock, a 8320 should have a multiplier of 17.5, which means 17.5 x 200MHz
