PC can draw power as much UPS can give it when power goes off. As, UPS can not supply power beyond its limit.

So if im playing some heavy duty game and power goes out n the ups kicks in... and is providing less power than the pc needs at that moment will that effect my pc?

Yes, if your PC will require more power then your UPS can provide then you PC will shut down. And due to sudden shutdown of system you can loss any file on which you were working and also your system can corrupt.

It will just simply shut down? No hardware damages except for the file losses
