Keep task manager open on the performance tab or an independent program that will monitor CPU (and RAM) usage. When you have a slow down check the usage at these times. If you are getting high usage spikes when you get these slowdowns it may be related to a background process. In which case it is a matter of identifying this process, killing it and preventing it from launching at startup.

If it is not caused by resource usage spikes it may either be a HDD issue or as mentioned related to temperatures. Although as you say this happens under light and heavy load I would be less inclined to believe it is a temp issue. You could download something like hwmonitor just to be sure though as your CPU has a 1ghz turbo boost that may be causing...

As for the HDD you could run a disk check or use a program that monitors disk usage to check usage when slowdowns occur.
