Motherboard, CPU bottleneck and PSU questions

Hi
I'm currently planning to build a custom PC for gaming, and I have a couple of questions.
1) If I go with an H81 motherboard with an i5-4440 or i5-4690 cpu to save more money for the graphics card, can this combo bottleneck a gtx 780 TI or an R9-290X ? And what about the i5-4670K with a Z87 motherboard ?
2) If I'm going with a gtx 770 or an R9-280X, I'm planning to get the OCZ ZS 650W PSU, and if I'm going with a gtx 780, a gtx 780 TI or an R9-290X I'm planning to get the XFX Core Pro 750W. Are these good choices ? Can I pick better ones from this page http://www.sbsinformatique.com/tunisie-alimentations as long as they stay in the same price margin (with the prices provided there as they're different from prices in the US) ?

I wouldn't suggest an H81 motherboard. They tend to be lower quality, and will work in a pinch, but not ideal on a reasonable budget.

The i5-4440 and i5-4690 will not bottleneck a GTX 780 TI, or any single video card really. They're both powerful CPUs, and i5s tend to be overkill.

For the sake of lifespan and reliability, I would get an H97 board like this one.

With an i5-4590, to take advantage of the better thermal management on the Haswell Refresh CPUs.

I would get no stronger than the R9 280X or the GTX 770. DX12 will be releasing at some point, and only some of the effects will be compatible with DX11 cards. If you want to hit 'real ultra' in future games, you might end up replacing the video card for DX12 in a year or two anyway. I would honestly just get a weak video card for now and wait it out if it was me, but it may be different for you.

I don't want to look up the specs of the OCZ ZS right now, and I'm not familiar with it, so I'm not commenting on the power supplies.

I will wait and see if the motherboard and the cpu you suggested are available in my country because currently they're not...
For DX12, I thought it's fully compatible with most DX11 cards.. I mean Nvidia said they would support DX12 on Fermi, Kepler and Maxwell. Plus, I though it's simply meant to improve CPU performance just like Mantle promises to do.

Originally, we thought it would be fully patched into DX11 cards. It turns out, there are certain DX12 effects which won't be, which will require new cards. The ability to optimize like Mantle is being patched into DX11 cards though.

Just so you know, the i5-4460, i5-4430, and i5-4690 are all haswell refresh CPUs as well, and should all have the improved heat and energy management of the i5-4590. Any of those CPUs are good options.

I'm not sure about AC Unity or Far Cry 4. Since they haven't released, it's really hard to say. I do know that both those games are made by Ubisoft, and Ubisoft heavily uses Nvidia effects. That's something to consider when deciding on which card to get.
