Hey guys before you criticize everything let me say somethings.
1) We don't plan on overclocking
2) This is just a dirt cheap thing to be able to do watch dogs
3)He wants a quad core
4)He wants a GTX card because watch dogs is designed for better use on geforce cards

Here a build suggestion that goes just slightly over $500. It will be able to perform much better than the current system.
It fulfills your 1,2 requirements. regarding point 3 watchdogs perform worse when it comes to APU (http://www.techspot.com/review/827-watch-dogs-benchmarks/page5.html).
