Random sound stuttering

This has been happening for over a year already but it's really getting worse..

I'm going to put a video (not me) that perfectly describes the sound my laptop creates:

The one in the video is a short stutter, mine goes on for 5-7 seconds and happens randomly not to mention almost every 30 minutes. And it does not only happen with youtube videos but while playing music, watching a movie that I have in my hard drive. It's not a network problem, I believe it's really the laptop causing the problem.

I also checked my drivers and all are up to date. Can't seem to figure out what is wrong. It's also not an OS problem since last year I have Windows 7 and now I have 8 and I encountered this dilemma in both operating systems.

Do you guys know what could be the cause of the problem? Is it because of a faulty hard drive?
(Also if this is in the wrong section, I apologize.. I don't know where to put it)

Oh, and here are my laptop specs:
Processor: AMD Athlon II Dual-Core Mobile P360 (2.3 GHz, 1 MB L2 cache)
RAM: 6GB (2GB originally, then added 4GB)
Hard Drive: 500 GB 5400 rpm SATA II
Graphics: AMD Mobility Radeon HD 4250

I am looking for an upgrade right now but I need to hold on to this for at least another 5 months.

its possible your computer is dying its old. and not worth getting serviced. id try a new hard-drive to see if it fixes thing. like borrow one or something

should I defrag it manually? because Windows 8 does it automatically right? I cleaned registry a month ago but then again this issue has been with me for the past year..

I have scanned my hard drive a couple of weeks ago as well, still nothing. I changed Operating Systems half way through the problem and it still exists..

Yes. I did thrice. First was when I was in Windows 7, I did a clean installation then after 3 months, I did another clean installation then on to Windows 8 which I have for about 7 months now. The problem is still there.

Could it be a dying HDD? Processor? or Motherboard?

I'm opting to buy a new laptop but I think I'll wait for Broadwell (just so I can get a Haswell laptop cheaper)
