chassis fan dosen't spin

chassis fan doesn't spin when connected to the motherboard (on both connections), but when i connect it to the psu works fine.
what could be the problem?

Either:

a) You'r connecting it wrong (difficult, but possible)
b) the pins on the mobo has been damaged/bent
c) the mobo circuit is defective or perhaps even overloaded.

sometimes the fan spins and sometimes don't, when connected to motherboard.
any other ideas?
