Power to board, however fans, cpu etc won't start.

Hi. So bit of a back story, I have an old pc that I wanted to set up and use for just office type things. So I purchased a new graphics card and some extra RAM for it. Decided to unplug things and give it a clean inside (as it's quite old). Since plugging it all back together I can't seem to get it to fire up.

I'm not quite sure what the board is exactly, however I've attached a screenshot below. There is power getting to the board as the power button on the front of tower is lighting up. As you can see the 4 pin connector next to the CPU is plugged in. However when I press the power button, nothing happens. The fans do not fire up or anything.

I've just used a fluke tester to ensure there is power to the board and fans etc, and there is.
