4790k default voltage setting jumps and temp jumps

Depending on what kind of load (I'm talking about just launching programs and browsing the net) I'm noticing that the core voltage reading on my 4790k is hitting 1.355. Is that something I should be leaving at default? Or is that high, and something I should be changing in the BIOS? Why would the default be so high if it is indeed too high? Paired with a Gigabyte Z97X SOC board.

I haven't tried anything to do with overclocking, just plug and play so far.

I'm also noticing that my temps are jumping around a lot, fluctuations every second as I watch it in HWMonitor. Sometimes the jumps are upwards of a dozen degrees. Using an NH-D15 to cool it.

I'd not worry about the voltage jump - one quick explanation that comes to my mind is the Turbo Boost feature of the Intel CPUs coming into play. Unless you overclock, mess with the default settings in the BIOS or your motherboard is defective, just ignore the voltage fluctuations.

The temps - that I'd be worried about.

I have similar board, Once I updated bios, it fixed it, but did not fix temps before. Was at 100c!
Once I switched to other cooler, droped it by 25c.
I'm sure there is a bios update for you as well, if you havnt.
