Monitor problems Can someone please give me there opinion

my monitor has a black bar on the bottom and top when I turn it on sometimes if I turn my monitor off and back on it works again . I don't think it is my computer . I think it may be a bad vga cable. I am going to try a DVI cable before I get a new monitor. Dose anyone have a different opinion of what I should do different or if Switching to a dvi cable may help. Thank You!
also my screen resolution is 1680X1050 and my monitor is a dell E207WFP
Also if you have a solution explain it to me technical don't explain it me like I am a 3 year old or I am stupid. I know what I am doing I have just never seen anything like it before.

Ok

right click on clear area of desktop, click on properties, click on settings change the screen resolution a little...hit apply.
If it works, you're done, if not, pick another resolution and try again.

the resolution is right. I work with computers everyday I know almost every thing about them . PS .you don't have to explain suff to me like I am 3.
