That is pushing it. I would go for 500, but if you already have the 400w, you should be okay. Just make sure not to overclock. You are also bottlenecking your CPU quite a bit.

Yes, he is bottlenecking his CPU. His CPU isn't being used to its full potential and can be used with much more powerful cards.
 
Thats not the definition of bottleneck. Bottleneck is when a certain component is being held back by some other. In this case, nothing holds the cpu back. It has a lot of reserve, even.

Edit: if anything, his graphics card is bottleneck here. More powerful one would fit perfectly.
 

The performance in games will be held back - bottlenecked - by the graphics card.

As for power, a good 400W unit is fine for an FX-8350 and R7 260X. Their combined TDP is 240W, so that system will struggle to draw 300W at full load.
