Possible failed motherboard?

Computer won't start and none of my troubleshooting has found the issue

So a couple nights ago I went to shut my computer down and go to bed but it kept restarting itself every time I shut down. So finally, I shut it down again and flipped the psu switch before it powered back on and unplugged it from the wall. The next morning, I plugged it back in and flipped the switch but it wouldn't start.

Now, when I flip the psu switch, the psu clicks once but nothing else happens. I have tested the psu with the paperclip trick and a multimeter and all the voltages are good. I also replaced the cmos battery. Any other suggestions?

I just tested with another PSU and the computer still will not start
