Lamp causes intermittent USB ports

Afternoon all, got a little headscratcher here.
I have a problem with my USB ports (mouse, keyboard & gamepad) when I turn on my desk lamp.

Situation is as follows:
1 wall socket (in use) on an RCD. UK, so ~235V. From this I have a 400 VA UPS that splits 50/50 UPS and only surge protection. On UPS is a fairly hefty tower, with a reasonable PSU, 1 monitor, and a router. On the surge protection only side, small speakers, switch, and a lamp (11W flourescent, I like the colour).

When I turn the lamp on, some or all of my peripherals will stop working - mouse being the main culprit. Should mention they're all wired. Fix thus far has been to un- and re-plug them. I don't usually hear the Windows device disconnected noise when it happens.

I'm aware it sounds like a fairly poor set up, unfortunately I live in a (rented) old house, circa 1970, with solid concrete walls, and there's only 1 wall socket in the room. Ideally I'd like two, and in an ideal world I'd have a separate breaker for this room, but pipe-dreams are just that. The power is probably best defined as mostly good, had a couple of brown-outs in the last 6 months, and the UPS kept my kit going for a good 7 minutes.
But, it has only just started doing this, and almost nothing has changed.

So my question is this: anyone know of something like this? What might cause this?

Grateful for all and any contributions, I'm getting fairly bored of having to lean over and get to the back of the PC :)

Flourescents have a high inrush current when you first switch them on,looks like this may be affecting your PSU and dropping the 5V USB voltage below the operating level of your USB devices for a split second and causing them to disconnect.
You could try putting a 2 way adaptor into your wall socket and plugging your lamp into this so it is on its own feed.
If this does not work then the problem would be in the wiring to the wall socket,as the inrush for a 11W lamp should not be enough to cause a high voltage drop in the ring main wiring.
The other cause could be that your PSU is very sensitive to voltage fluctuations and this would indicate that it was not very healthy.
