Is my GPU damaged? (Screenshots and GPUZ incl)

- This is a GigaByte GTX 280
- Windows reports error code 43 in device management, stating my card has been stopped
- Vertical lines during boot (see image)
- Strange artifacts on Windows Desktop (see image)
- All games now crash on load
- This happened after massive power sags and surges throughout the weekend

GPU-Z fails to read memory as well.

No problem. Looks like its time for a new GPU.

Was wondering, with the GPU failing, how has the desktop even manage to come up? Is this some sort of a backup mode on the GPU?
