Need help in upgrading old pc for decent gaming

Hello, i have the following pc and currently run games at lowest settings on 800x800 (yep that low)
i got 165$ to spend .
Current PC:
4GB Ram
Windows 7 Ultimate 64bit
ATI 5450 (yep)
500GB WD Cavier Blue
19inch dell wide screen monitor (1440x900 Res)
Core 2 Duo E8400(Been too good for what it costs)

Upgrades:
Core 2 Quad Q9650 95$
ATI Radeon 7750 90$
8GB Ram 60$
As you can see i am stuck on what to upgrade for better gaming .
I mostly play GTA 4 (gonna play GTA V Defenetly Dota 2 Sniper Elite Sims 4 and Watchdogs)
I am tottaly fine with lowest settings and 1280x768 (dont know exact ) res .What parts to get?

For 7750 I have 3 choices because i have Optiplex 755 Tower and only single slot is available for use.
.Which one should i pick?
Gigabyte

CLUB 3d ( My personal fav by looks)

HIS ( also Good looking)

You picked pretty much the best what you can do in your situation. But don't settle for 7750, although it is definitely several orders of magnitude better than your current card. If at all possible, get Nvidia 750Ti. If that's too expensive for you, go for R7 260X.

EDIT: Sorry, failed to observe that you are totally fine with lowest settings. In that case, 7750 will do all you require and more. I'd get the Gigabyte version (1st choice) or HIS version (2nd choice) because of the cooler.

750 ti reference model is not avaliable in my country fyi i live in Pakistan and the only single slot 750ti is galaxy and reference ones , they are not here. what settings will i get with 7750 btw and fps?

Yeah, I'm aware of that man. Just saying that your CPU can pull more than this 7750. Heck, I have 6-years-old Q9550 with R9 280X and play everything maxed with excellent framerates :D 

If you can afford it and if you actually prefer better details, go with R7 260X by all means, it will allow you to play everything on very high details with excellent framerate on 1280x768. Heck, even on full HD you will be able to play most games on high. Take a look at the benchmarks, there are many around.

As for the 7750, take a look at the benchmarks on the internet, you will see that it handles most today's games on medium at 1920x1080 with playable framerates.
