I was thinking of getting Windows on a SSD to speed up my boot time and maybe a few games but will I still be able to access all of the files and programmes on my other HDD which still has Windows on?

Yes, you will.
BUT make sure you change the boot sequence in your BIOS right after adding the drive and before installing the OS.
You would have to set the system to temporarily boot from CD for a clean, fresh re-install of the OS to your new SSD. (Read up beforehand and think it through if you want to use the HDD for certain files/folders, like eg the User Accounts.)
I would actually recommend disconnecting the HDD (power) to avoid any interferences and to keep your data safe.
Next, you would make sure that the SSD is the first drive the system will boot from in your BIOS.
After the OS is installed and up and running I would reconnect power to the HDD and you would see all your files like you left them.

Also, I would ALWAYS recommend staying on the safe side and doing a backup before you get to work. A simple mis-typed drive letter can lead to data loss.

That part of my own experience was the easy part. I found some bad advice on how to move your User Account folders to the HDD on the web that can leave your system disconnected from Windows Updates and create some other issues with the registry. I also find some incomplete or over-complicated tips.

I have successfully moved the User Account folders to my HDD but am still struggling with one issue that might involve creating a link (using the command MKLINK) between the system drive and the secondary drive. Hope to hear some experiences on that one, and after applying that I will have a super-fast system again.
Good luck!
