Hey, I've read so many reviews about IPS and TN monitors, I know TN has poor viewing angles and the image quality is poor compared to IPS. Since now there are so many monitors on the market at this moment, I cannot decide what should I pick. I'm from Finland so ordering from Newegg/Amazon is not possible. Could you guys help me to pick a good monitor for programming/gaming purposes? I mainly play CS:GO, Payday 2, Dota 2, Garry's Mod etc.
Here's a few monitors that I could afford at this moment:

Asus PA238Q [250€]
Asus MX239H [240€]
Dell UltraSharp U2412M [260€]
EIZO Foris FS2333 [280€]

The EIZO monitor looks very interesting but then, I didn't found enough reviews. [3.4ms Response Time and other cool features]
Dell UltraSharp had 8ms response time, it might be good monitor overall but I'm scared of ghosting.
PA238Q, I heard it has very good image quality and 5 ms response time but someone told me the Dell UltraSharp is way better.
Thank you already, please help me out ;)

When Picking a monitor, 3 things should be taken into Account , 1:Technology behind display, 2:Response time and 3:screen size and resolution,
1: IPS will give you great viewing angles , beautiful whites and vibrant colors, So its good for watching movies especially with friends and family , and also good fit editing and other media purposes.
TN will give you generally deeper Black's , better response time , slightly better gaming performance and only draw back is limited viewing angles,
In your case I'll recommend IPS as you are not playing very high end AAA titles,
2: go with a 5ms response time monitor and I don't think you'll notice the difference if you go lower than that.
3: 23" inches and full HD 1080p is the norm now a Days ...

In your Case dell ultra sharp might be the fit. 8ms response is not to worry unless you plan on playing high end games with a mid range graphics card, Bye the way Asus also make quality hardware , Doesn't makes much difference in matter of customer care services as both are not so good, Good luck and buy Best :)

Interesting, what do you think about this monitor?
Asus VE278H
I know It's a TN monitor, but my good friend told me It's absolutely amazing and bug free, 27 inches.
Also there is
Asus VE278HE (144hz, tn, lightboost)
Which one is better? The 144hz one costs about 80€ more, is it worth the investment?

ASUS VE278H appears to be great ! The other one I believe is somehow over clocked version of the same monitor and it's too costly in comparison , So I won't recommend it!.
You can look into fps overclocking later on.
I forget to mention if your buying online , it's a recommended thing to go to a shop near you and observe IPS and TN display yourself, and buy the one that pleases your eyes :)

I suggest Dell UltraSharp U2412M. It is good option to buy. It comes with IPS panel technology which better than TN panel technology. Its aspect ratio is 16:9 which is also a useful feature. Optimal resolution is good enough and 8ms response time is also suitable for programming. I have experience with it. For more details visit.
