Does RAM Cause Stuttering?

Aye, I play Planetside 2 on my Dell Studio XPS 1645 and it runs suprisingly well on medium settings (about 30-40 fps, which is playable) but recently I have more applications running and they use more ram. Planetside uses about 2 gigs of ram when I'm playing and I've noticed stuttering, but not in the frames, just in the game the game will freeze for a split second and start again but my fps will remain the same.

The thing I notice is that the 4 gb of RAM is all used up and that is when the stuttering starts.

It has an i7 720qm, ati mobility radeon hd 4670 1gb, 4gb ram

The status of different parts when this happens are as follows:
GPU Usage: ~85%
GPU Temp: ~70 Degrees C
CPU Usage: ~30%
CPU Temp: ~70 Degrees C
RAM: 4 gb is used up

Andrew might not have noticed you're on a laptop, so the ram he suggested won't fit for you. You need to check how much slots your laptop has, as well as the frequencies it supportsand the maximum amount, and then get proper ram.

Temps are normal for a laptop, and if you say stuttering happens when your memory fills up, then it's most definitely that ;)

If possible, get dual channel (2x4gb), otherwise get single channel (1x8gb), and at the highest non-oc frequency your laptop supports, if you can afford it.

Up to you, either all of this or just close down unwanted programs and switch off every OS effect (like windows aero) before playing...
